The city-state Zeu had a very complex yet efficient government, in which only citizens were allowed to take part in. A citizen in Zeu had to be male and aged twenty or older. If not born in Zeu, a person was not eligible for citizenship unless he had lived in Zeu for ten years or more. Citizens could enjoy a variety of benefits that the government offers.
Zeu was governed by three councils, each with a different responsibility. The Council of Military Affairs dealt with conflicts with other city-states as well as with other countries. The council had the right to decide when to declare war and had authority over the military. The Council of Foreign Affairs handled Zeu’s peaceful communications with other city-states and countries. They wrote and negotiated trade agreements, regulated the importation and exportation of goods, and helped to keep relationships with other nations cordial. The Council of Military Affairs and the Council of Foreign Affairs worked together closely; the Council of Foreign Affairs called on the Council of Military Affairs to step in when relationships with other states turn sour. The third council, the Council of Domestic Affairs, oversaw the needs, petitions, and questions of Zeu’s citizens and the upkeep of the city-state itself. The council ruled on conflicts between citizens and other residents of the state, accepted petitions from citizens, and managed the city’s infrastructure.
For every large decision, excluding petitions and conflicts between citizens or residents, the councils were required to submit a bill to the Assembly. Every Zeunian citizen was automatically a member of the Assembly. Council members or leaders were not part of the assembly during their term. Every five days the Assembly voted on bills that had been submitted in the previous days. Periodically throughout that day, citizens would stop by government buildings scattered around the city-state to vote. To be accepted and put into use, a bill had to pass through the Assembly on a 6:10 ratio.
Members of the councils were elected on a lottery system. Any citizen wishing to join a council placed their name into a lottery for the specific council. Council members were not eligible; only citizens without a political office can place their name into a lottery. Every year, one hundred and one people were selected by through lottery system to serve as a council member, replacing the citizens who had held the positions the previous term. Councils members earned a flat monthly salary that continued for two months after their term had ended, to cover for money lost while searching for a new job. In case of death or severe injury, a new council member was selected from the lottery. He would serve for the rest of the term, and when the term was over the Assembly could vote to keep him in office for another year.

Persons from previous years could also be elected if the council and assembly agree on it. To be eligible for election, they were required to be over forty years of age. The Assembly voted on the Council Leaders and the candidate with the most votes won the election. For decisions that needed to be made quickly, the Council Leaders voted on the issue, with a 2:1 ratio to pass. Council Leaders fulfilled the obligations of council members when not acting as Council Leaders.

The Assembly voted on the a member that they feel was neglecting/disrespecting their responsibilities, and if that member had majority of the votes(over 50%) against him, he must leave Zeu within ten days after the election and must remain in exile for ten years.
